Vehicle owners and some small pickup operators say they pay vehicle taxes, insurance, challans and other prescribed expenses. They also face fines and enforcement action from the RTO and traffic police. According to them, despite these expenses and vehicle EMIs, they are struggling to generate sufficient income or fares from the market.

Some vehicle operators have raised questions about the operation of Votvoti and other engine vans in local areas. They allege that some such vehicles operate despite not having the required documents or valid permissions.

However, allegations that vehicles are operating without documents or transporting illegal goods should be established only through official records or statements from the RTO, police or other competent authorities.

Vehicle owners have also called for uniform enforcement of applicable rules. They argue that if any unauthorized vehicles are operating on public roads, the concerned departments should ensure that the same rules are applied consistently to all vehicle operators.

The matter also refers to alleged remarks by Minister Arjun Singh regarding the operation of such vehicles. However, the minister's identity, designation, statement and the applicable legal provisions require independent verification before being presented as established facts.
